Fred Krupp, president of the Environmental Defense Fund discusses the inaugural promise of President Obama to make climate change a centerpiece of policy during his second term. Congress may be recalcitrant, but the President has a number of administrative options to address the growing climate crisis, Krupp says. These options include tighter emissions standards for power plants and federal procurement.
